But Obama said that forcing hospitals to digitize all records would save billions each year. Just another example of an Obama failure.

When the federal government began providing billions of dollars in incentives to push hospitals and physicians to use electronic medical and billing records, the goal was not only to improve efficiency and patient safety, but also to reduce health care costs.

But, in reality, the move to electronic health records may be contributing to billions of dollars in higher costs forMedicare, private insurers and patients by making it easier for hospitals and physicians to bill more for their services, whether or not they provide additional care.

Hospitals received $1 billion more in Medicare reimbursements in 2010 than they did five years earlier, at least in part by changing the billing codes they assign to patients in emergency rooms, according to a New York Times analysis of Medicare data from the American Hospital Directory. Regulators say physicians have changed the way they bill for office visits similarly, increasing their payments by billions of dollars as well.

The most aggressive billing — by just 1,700 of the more than 440,000 doctors in the country — cost Medicare as much as $100 million in 2010 alone, federal regulators said in a recent report, noting that the largest share of those doctors specialized in family practice, internal medicine and emergency care.

For instance, the portion of patients that the emergency department at Faxton St. Luke’s Healthcare in Utica, N.Y., claimed required the highest levels of treatment — and thus higher reimbursements — rose 43 percent in 2009. That was the same year the hospital began using electronic health records.

The share of highest-paying claims at Baptist Hospital in Nashville climbed 82 percent in 2010, the year after it began using a software system for its emergency room records.

The Wall Street Journal pointed out Obama’s bullshit way back in 2009:

Last week, President Barack Obama convened a health-care summit in Washington to identify programs that would improve quality and restrain burgeoning costs. He stated that all his policies would be based on rigorous scientific evidence of benefit. The flagship proposal presented by the president at this gathering was the national adoption of electronic medical records — a computer-based system that would contain every patient’s clinical history, laboratory results, and treatments. This, he said, would save some $80 billion a year, safeguard against medical errors, reduce malpractice lawsuits, and greatly facilitate both preventive care and ongoing therapy of the chronically ill.

Following his announcement, we spoke with fellow physicians at the Harvard teaching hospitals, where electronic medical records have been in use for years. All of us were dumbfounded, wondering how such dramatic claims of cost-saving and quality improvement could be true.

The basis for the president’s proposal is a theoretical study published in 2005 by the RAND Corporation, funded by companies including Hewlett-Packard and Xerox that stand to financially benefit from such an electronic system. And, as the RAND policy analysts readily admit in their report, there was no compelling evidence at the time to support their theoretical claims. Moreover, in the four years since the report, considerable data have been obtained that undermine their claims. The RAND study and the Obama proposal it spawned appear to be an elegant exercise in wishful thinking.

As usual, Obama spends billions on a gimmick and the opposite happens. Notice a pattern?

More appeasement and apologies from Obama to the Muslim world. When will Obama apologize for his attacks on religion in the US?

President Obama will address “the recent unrest in the Muslim world” in his speech Tuesday to the United Nations General Assembly, the White House is saying.

That includes denouncing both the protests at American diplomatic posts in the Middle East — including the death of the U.S. ambassador to Libya — and the anti-Islam film that is inspiring some of the protests.

“As he has in recent days, the President will make it clear that we reject the views in this video, while also underscoring that violence is never acceptable,” said National Security Council spokesman Tommy Vietor in a memo on Obama’s upcoming U.N. speech.

That message has been echoed by leaders in Libya, Egypt, Yemen and other nations, the memo stated.

At the U.N. on Tuesday morning, Obama “will also send a clear message that the United States will never retreat from the world; will bring justice to those who harm Americans, and will stand strongly for our democratic values abroad,” Vietor said.
